The central authorities should define the boundaries of the areas of Donbas, where the law on special self-government regime will be enforced, said Head of Donetsk Oblast State Administration Serhiy Taruta at a press conference in Mariupol, as reported by the local news website 0629.ua.
The governor generally criticized the law on special self-government regime in the occupied territories of Donetsk and Luhansk oblasts adopted by the Verkhovna Rada on September 16. He said that he does not know how to enforce the law as there are no clear boundaries of the special zone and the populated areas, where the new law will be applied.
At the moment, there are combat actions in the oblast and DPR is trying to capture the new territories, says Taruta. Therefore he does not understand where the republic's boundaries with Ukraine should be and who will control the Russian-Ukrainian border.
In addition, the governor of the oblast complains that the regulations on holding the local elections (planned for December 7, 2014) were not developed. Moreover, the law does not describe the mechanism of developing these regulations. “The people on the other side also take the law skeptically,” noted Taruta.
